Phase One - Performance Criteria / Design Review -
Design Documents Phase
- Review the performance requirements developed by the Owner and design team for energy, water and indoor environmental quality/meet with design team and Owner
- Review the construction documents for design performance, programming and match criteria
- Review systems "constructability" issues for clearance, maintenance and replacement
- Add commissioning requirements into construction documents including commissioning specifications
Phase Two - Construction Phase - Installation
Verification
- Coordinate with the project construction schedule to implement commissioning activities
- Review Contractor submittals
- Develop Commissioning Plan for MEP systems and identify Contractor responsibilities
- Meet with Owner, Contractor and design team to review commissioning procedures
- Perform site observations for proper systems installation and develop corrective "punch lists" in our Deficiency and Resolution Logs
- Witness and document factory representative start-up of major MEP equipment
- Perform "pre-start-up" of MEP equipment
- Meet with the Construction Team to Monitor Contractual Responsibilities
- Issue Commissioning Checklists
Phase Three - Acceptance Phase
- Perform "start-up" of MEP equipment and systems and functional performance testing
- Issue Deficiency and Resolution Logs
- Review HVAC Test & Balance Report
- Review "Controls" system Trending Logs
- Project close-out review, O&M review, and equipment warranties
- Assist in contractor training
- Update Commissioning Plan and issue Commissioning Report
- Develop a systems manual for the operations staff with the necessary information to easily understand how to optimally operate the commissioned systems
Phase Four - Warranty Phase
- Perform "warranty" review of facility, sample systems operations, issue a Commissioning Report with a resolution plan to complete outstanding commissioning items prior to full retain age payment to contractor
- Perform Off-season testing
- Deficiency and Resolution Log Completion sign-off
- Review O&M Manuals
